“The viability of local governance is not measured by the amount of money available, but by how transparently and efficiently it is managed,” according to an analysis published by El Tiempo. “More money demands stronger controls, better planning, and greater transparency.”

The political landscape is already shaping up, with potential candidates emerging from community leaders, businesspeople, lawmakers, and media personalities. Some bring experience in public or private administration, while others are building early visibility through campaigns and networks.

However, the real challenge for 2028 will be for voters and business leaders to look beyond charisma or party affiliation and focus on concrete qualifications: managerial experience, fiscal discipline, and actionable development plans for the region.
