Santo Domingo – The Dominican Republic’s Zero Bureaucracy initiative has been awarded top honors in the Digital Transformation category at the 2025 NovaGOB Ibero-American Excellence Awards, a prestigious recognition event held in Spain.
The Dominican initiative secured 63% of the public vote, surpassing Spain’s Catalonia-AOC program, which received 37%. The win underscores the country’s growing leadership in streamlining public services and advancing digital government reform across Latin America.
The Zero Bureaucracy program is a multi-agency effort coordinated by the Ministry of Public Administration (MAP), the Presidency (Minpre), the National Competitiveness Council (CNC), and the Office of Government Information and Communication Technologies (OGTIC). Its primary goal is to simplify administrative procedures, saving time and reducing costs for citizens and businesses.
Launched under Decree No. 640-20 and reinforced by Law 167-21, the initiative is part of the Dominican Republic’s broader Digital Transformation Agenda 2030 and National Competitiveness Strategy.
The program will be officially recognized during the NovaGOB Awards Gala on December 11, 2025, in Madrid. The event is hosted by the NovaGob Foundation, in partnership with Madrid Talento, GTT, and NUTCO.
Officials hailed the award as a milestone in the country’s digital modernization efforts, positioning the Dominican Republic as a regional benchmark for e-governance and public sector innovation.
